So the game of pass the buck continues, first it was Bush passing onto the local government, then the local government passed it onto FEMA, they ran off for a while till they could work out who they wanted to pass it onto, and low and behold, it's come back to the local government again.
In the meantime GW has learnt a couple more chords.
